Determined to act quickly to exploit the enthusiasm triggered by his declaration, Schuman organised in Paris a conference with the task of translating his innovative proposal into clear, detailed texts. From the outset, Schuman stressed the importance of having a joint supranational authority to manage the common market. Hostile to the principle of supranational action, the United Kingdom chose to remain on the sidelines.
