The Schuman Declaration provoked a range of reactions. Sceptics saw it as a new agreement between the old bosses, in this case of the mines and steelworks, while for the Communists it was the first step towards a declaration of war against the Soviet bloc.
As a whole, however, the public response to the Schuman Declaration was favourable, even if its ultimate implications were not yet clear. On the diplomatic front, and despite the technical difficulties involved, the European countries approached did not want to be on the outside looking in as the project to build Europe took shape.
